Luska drops all hats, Sylster drops a few hats but not all of them. It's weird and inconsistent, but for the schools that can get a hat drop from Sylster, it's easier. If you can find a high level friend to farm waterworks with you'll feel the benefit but it isn't essential. Both of you should keep your crafting up to date though.
